Human Rights and a New United Nations: Academics, Practitioners, and NGOs

Thomas Weiss, professor at the City University of New York, was research director of the Canadian government’s International Commission on Intervention and State Sovereignty, which in 2001 presented to the United Nations The Responsibility to Protect, a report proposing that “sovereign states have a responsibility to protect their own citizens from avoidable catastrophe, but that when they are unwilling or unable to do so, that responsibility must be borne by the broader community of states.” Weiss describes his experiences working on this project and discusses current developments at the United Nations in the human rights field.
