Economist Arthur Laffer discusses the Bush administration’s tax cut and the stock market. Laffer served on President Reagan’s Economic Policy Advisory Board and is the inventor of the Laffer Curve. The Laffer Curve depicts a relationship between tax rates and tax revenues and suggests an optimal tax rate above which higher tax rates decrease the incentive to work, thus decreasing the tax base to the point that tax revenues actually decline.

Laffer is introduced by Joseph Quinn, dean, College of Arts and Sciences, Boston College.
